Scientific Renaissance and Industrial Mission in Bihar

Present Tragedy
- R&D is almost zero in Bihar
- Universities are not functioning well because of several factors including
- Non visionary and non dynamic Vice Chancellors.
- Not working attitude and non learning attitude of Professors
- Appointment and ability of Principals are questionable.
- Dearth of skilled professors
- Cheap politics and groupism in colleges
- Less govt. control and lack of communication between govt and governors house
- Few universities/Institutes started functioning without proper infrastructure like Aryabhatt
Knowledge University, central university of Bihar, Chandragupta Institute of Management,
NIFT etc. Nalanda University is functioning from Delhi.
- No Big Industry and manufacturing units
- No industrial zones
- Lack of skilled laborers and entrepreneurs.
MEASURES TO IMPROVE - I
- Associate research with universities. It should be lying only with R&D units
- Develop attitude of Ideas into implementation: only ideas doesn’t work
- Science conferences, Seminars, workshop, Symposium should be regular fashion in universities.
At present only few standard conference is being organised in Bihar. Bihar Science Conference
organsied by BiharBrains is one of them. But there is need of conferences on subjectwise topics.
MEASURES TO IMPROVE – II
MODEL COLLEGES
- Develop Existing institute in three tier structure.
- Model colleges which has good infrastructure and faculty. In my view, one college from each
universities of Bihar can be modeled to be the best center of excellence . Like Patna Science
College, Gaya college, Gaya, TNB College( Bhagalpur), CM Science College(Darbhanga),
Jain College(Chhapra) has good potential to become center of excellence.
These colleges must be given good grant by state govt to do research work and
develop products by seeing local needs.
- Select at least 10 medium level colleges from each university which has good
name and fame and has potential to develop their infrastructure.
- Low level colleges must be given warning every year to improve
their infrastructure and education environment.
MEASURES TO IMPROVE –III
ESTABLISH R&D LABS
- Funding from NRIs, Alumni and industrialist
- Establish R&D Labs by Govt. and private agencies. Establishment of IISER, DRDO Labs,
ISRO, CSIR, DBT and other govt. agencies Labs are immediately required.
BiharBrains started campaign to establish IISER (Indian Institute of
Science education and Research) in Bihar. TekBrains and Bihar Brains is
going to establish "Center for Advanced Technology and Research(CATR)" at Patna.
Advanced Electronics Lab(AEL) is gradually being developed by the company.
MEASURES TO IMPROVE – IV
BANGALORE MODEL
- establish minimum 20 more universites, 20 more deemed universities, 100 engineering
and medical colleges and 50 management and 30 agriculture colleges in Bihar.
The private players must come forward in this sector.
- Bangalore model to be developed: Large no. of colleges first and then industry
to be established so that there should not be dearth of skilled laborers.

ENTREPRENURESHIP
State requires entrepreneur and self made industrialist and manufacturers. Now there
is need to think more: just come and establish YOUR venture firm with new
ideas and vigour--> Success rate is high after initial hiccups.
I worked in South-Korean companies in Chip Design Industry. Last year,
I established my company in Patna "TEKBRAINS PVT. LTD" and Advanced Electronics Lab (AEL) is under process.

- Local Scientist must involve themselves in Innovation . Their ideas must be implemented into product reality.
- Agro based Industry (AGRI –ELECTRONICS).
- Alternative Energy Sources Industries (Green Economy).
- Food Processing Industry.
- Sugar Industry.
- Horticulture.
- Textile.
- Handloom and handicraft.
- Electronics and IT based system manufacturing.
- BASIC Science Labs and industry.
- Health care.

- Patna & around: Finance, Trade & Commerce, Entertainment & Media, Tourism, Health care, Electronics, Consumer Durables, Consumer non-durables, ICT (software and Hardware) etc
- Muzaffarpur & around:Agro Processing, Food Processing, Allied Agro Produce Industry, Dairy Products, Packaging Industry, Cold Storage and so on. Set up at least one Integrated Food Park here. In fact this region should ideally get three food parks in all.
- Aurangabad- Gaya & around: Heavy Industry, Tourism, Cement, Metals, Stone Slabs, Prefab Structures, Tiles Industry, Glass Industry, Power Plants Equipments, other Mineral Processing Industries, B2B Products.
- Barauni & around: PCPIR ( as planned by central government) (petroleum, chemical, petrochemical integrate complex including upstream & downstream industry), Drugs and Pharmaceuticals, Fertilizer etc,
- Bhagalpur and around: Textile, Hand loom & Handicraft, Gems & Jewelry, Furniture & Artifacts, Integrate Textile & Handlooms, handicraft park must be set up here
- Purnia - Katihar & around: : Jute Products, Leather and allied products, animal products, Fisheries, Poultry and so on, Integrated Textile & A Leather Product Park should be set up here. Katihar's Geo Strategic advantage should be harnessed to make it a trading, commercial and exporting hub catering to countries like Nepal, Bhutan, Myanmar, China and Bangladesh besides the north eastern regions in general using Rail/Road and Aerial route.
- Darbhanga & around: Higher Education, (Armed forces, Police, CPFs) Training & High End Research Labs specially in biotechnology, nanotechnology, communication Technology, set up an integrated institutional area in the region
- Munger & around: : Mechanical Hardware Industry, Agri-Equipments, Irrigation Equipments, Automotive Industry and so on. Electrical hub can Be set up at Biharsharief
Conclusion
Nothing is to conclude. Ameliorating science education,
Research and its related business and industry are need
of the hour for Bihar. Govt. must pay attention to that.
